After a challenging hiatus, ALEF is proud to release our long-awaited situation report on the state of human rights in Lebanon, covering the period from 2019 to 2023. Since 1999, our annual reports have been central to our mission, shedding light on Lebanon’s human rights challenges. The crises of recent years—including political deadlock, financial collapse, and the Beirut explosion—deeply impacted our work, but our commitment never wavered.
Since 2019, Lebanon’s human rights situation has sharply regressed amid a series of compounding crises. These included economic collapse, political instability, the COVID-19 pandemic, and the devastating 2020 Beirut port explosion, which collectively undermined basic rights and freedoms. Despite isolated positive developments, the overall trajectory has been a decline in human rights protections, exacerbated by government inaction, corruption, and lack of accountability. This report details Lebanon’s human rights landscape during this tumultuous period, highlighting limited progress and significant setbacks that have placed the country’s commitment to human rights in a precarious state.
